Following are the most common questions asked by friends and family members of those who are incarcerated at the Harlan County Detention Center.

Q. What are the business hours for the Harlan County Detention Center (HCDC)?
A. Although the detention center is open 24 hrs, the administrative offices are open Monday thru Friday from 8:00 a.m. until 4:00 p.m.

Q. Can I visit an inmate?
A. Inmates of the HCDC may be visited by friends, family members, clergy or attorneys. All visitors must be adults with a photo ID All minors must be accompanied by an adult.

Q. When can I visit an inmate?
A. Female visitation is on Thursday and Sunday, Male visitation is on on Tuesdays and Saturdays and IWP visitation is onlyon Satudays. Visiting hours are from 9:00 a.m. to 11:00 a.m. and 1:00 p.m. to 4:00 p.m. If you are unsure of a persons visiting day, please call the detention center.

Q. Can I bring clothes to an inmate?
A. Male and Female inmates are permitted to have 4 pairs of socks, 4 pairs of underwear and 4 t-shirts in their cell. Females are also permitted 3 bras. All items must be white and underwear must be briefs. (No boxer shorts.)

Q. Can I bring books to an inmate?
A. Religious materials may be given to an inmate. If an inmate requests reading material , we have a library.

Q. Can I bring cigarettes to an inmate?
A. No tobacco products. The new facility is "Tobacco Free."
Also no candy, etc. will be accepted from outside the HCDC. Inmates may order such items from our commissary.

Q. When can inmates order commissary?
A. Commissary orders are taken every Sunday and Wednesday and the inmates receive the items the following day.

Q. When can I leave money for an inmate?
A. Cash may be left for commissary anytime. HCDC can only accept exact change. We also accept money orders through the mail. A return address must be on the envelope.

Q. Can I send an Inmate holiday, greeting, or Birthday cards?
A. Yes, but they have to be mailed to the HCDC.

Q. Can I bring medication to an inmate?
A. Medication prescribed for an inmate may be left if it is in the proper container. A current and complete label must be on the prescription bottles.

Q. What if an inmate needs medical attention?
A. Inmates may fill out a medical request form. All inmates have the right to medical attention should they require it.

Q. How do inmates pay for medical expenses?
A. 50% of all commissary deposits is deducted each time a deposit is made into an inmate's commissary account. For example: If $10.00 is left for the inmate, $5.00 is deducted and applied to the inmate's medical balance. Medical balances may be paid in full by friends or family members at anytime.

Q. What if an inmate has money on their account when they are released from custody?
A. The inmate's commissary balance will be refunded by check unless the inmate owes a medical bill, in which case the balance would be applied to the medical bill.

Q. Where do I pay a bond?
A. If the bond is being paid before 4:30 p.m. Monday through Friday, you must pay it at the circuit clerk's office in the Harlan County Justice Center. After 4:30 p.m. and on the weekends, bonds are taken at the detention center. All bonds taken at the detention center must be paid in cash using exact change only.

Q. How do I know if an inmate qualifies for the Inmate Work Program?
A. An inmate who has been sentenced and approved by both the sentencing judge and the county jailer will be offered a chance to shorten their sentence by joining the Inmate Work Program (IWP). An inmate in the program will receive 1 day off their sentence for each day worked.

Q. Do you charge a booking fee?
A. Yes... A booking fee is charged at the time of booking and this has to be paid in full before any commissary can be purchased by the inmate.
