FAQ's

Following are the most common questions asked by friends and family members of those who are incarcerated at the Harlan County Detention Center.
 
Question: What are the business hours for the Harlan County Detention Center (HCDC)?
Answer: Although the Detention Center is open 24/7, the Administrative Offices are open to the public Monday thru Friday from 8:00 a.m. to 4:00 p.m.

Question: Where is the HCDC located?
Answer:

From downtown Harlan, turn onto HWY 38 beside of Huddle House, drive straight (East) for 6 miles. The Detention Center is on the right.

Question: Do you charge a booking fee?
Answer:

Yes... a $30.00 booking fee is charged at the time of booking and this has to be paid in full before any commissary purchases can be made by the inmate.
If an inmate owes booking fees from previous stays within our facility, those fees must be paid in full as well.
Please save all of your receipts to avoid any confusion in these matters.

Question: Are your inmates allowed visits?
Answer:

Inmates of the HCDC are allowed two (2) fifteen (15) minute visit per week. Inmates may be visited by friends, family members, clergy or attorneys. As many visitors as want to visit may come, but they all must share the fifteen (15) minute session.

Only one (1) fifteen (15) minute visit per day, per inmate.
All visitors must be adults with a photo ID.
All minors must be accompanied by an adult, without exception.

Question: When can I visit an inmate?
Answer:

Male & Female visitation for inmates are Monday thru Saturday.
Visiting hours are from 8:00 a.m. to 5:00 p.m.
On Fridays we offer extended hours, 8:00 a.m to 9:00 p.m. 
Effective September 19th, 2011
inmate visitation will be thru VIZVOX, a video visitation system.

Question: Can I bring clothes to an inmate?
Answer:

Male and Female inmates are permitted to have 4 pairs of socks, 4 pairs of underwear and 4 t-shirts in their cell. Females are also permitted 3 bras. All items must be white and underwear must be briefs. (No boxer shorts.)

Question: Can inmates in your facility use tobacco products?
Answer:

The Harlan County Detention Center is a "Tobacco Free" facility.

Question: When can inmates order commissary?
Answer:

Commissary orders are taken every Sunday and Wednesday and the inmates receive the items the following day. Inmates are only allowed those items sold on the facility commissary.

Question: When can I leave money for an inmate?
Answer:

Cash may be left for commissary at anytime. HCDC can only accept exact change. We also accept money orders through the mail as long as a return address is on the envelope.

Question:

Can I bring medication to an inmate?

Answer:

Medication prescribed for an inmate may be left if it is in the proper container. A current and complete label must be on the prescription bottles. The bringer of the medication must also sign a form showing they brought the medication and turned it over to facility staff.

Question: What if an inmate needs medical attention?
Answer: Inmates in need of medical attention may fill out a medical request form. All inmates have the right to medical attention should they require it.

Question: How do inmates pay for medical expenses?
Answer: 50% of all commissary deposits is deducted each time a deposit is made into an inmate's commissary account. For example: If $10.00 is left for the inmate, $5.00 is deducted and applied to the inmate's medical balance. Medical balances may be paid in full by friends or family members at any time at our facility.

Question:

What if an inmate has money on their account when they are released from custody?

Answer:

The inmate's commissary balance will be refunded by check (available for mail or pickup) unless the inmate owes a medical bill, in which case the balance will be applied.

Question: Where do I pay an inmate’s bond?
Answer:

If the bond is being paid before 4:30 p.m. Monday through Friday, you must pay it at the Circuit Clerk's Office in the Harlan County Justice Center.
 After 4:30 p.m. Monday thru Friday and on the weekends, bonds are taken at the Harlan County Detention Center. All bonds taken at the Detention Center must be paid in cash using exact change only.

Religious materials may be given to an inmate. If an inmate requests reading material, we have a library in the facility.
